# ARTICLE VII — STAFF & ADMINISTRATION

## **ARTICLE VII — LAW ENFORCEMENT, EMERGENCY SERVICES, AND FACTION INTERACTION**

#### **Preamble**

Law enforcement (PD), emergency medical services (EMS), and other factions are critical pillars of Dominion.\
They protect citizens, uphold law and order, and facilitate immersive storytelling.\
This article defines rules, expectations, and procedures for both officers and civilians, ensuring fair, realistic, and engaging interactions.

### **Section 7.1 — Police Department (PD) Operations**

#### **7.1.1 — Role and Responsibilities**

PD officers are tasked with:

1. Upholding city laws and ordinances.
2. Responding to crimes, emergencies, and high-risk scenarios.
3. Maintaining realistic use-of-force protocols.
4. Engaging with citizens professionally, both IC and OOC when necessary.

**Interpretation:**\
Police officers act as both enforcers and storytellers. Their actions shape city dynamics while preserving fairness.

**Scenario Example:**

* ✅ *Correct:* Officers respond to a reported robbery, block exits, and negotiate with suspects.
* ❌ *FailRP:* Officers spawn into a scene with unrealistic precision or abuse powers to instantly arrest multiple players without RP.

#### **7.1.2 — Arrests and Detainment**

1. Officers must follow **realistic arrest RP procedures**.
   * Verbal commands (/me) and physical restraint (cuffing) are required.
   * Reading Miranda-style warnings is encouraged for immersion but optional IC.
2. **Detainment Rules**:
   * Handcuffed suspects cannot use phones, weapons, or escape tools.
   * Detainment duration and jail RP must reflect IC circumstances.

**Scenario Example:**

* ✅ *Correct:* Suspect is cuffed after resisting, placed in a police vehicle, and RPed to jail for appropriate time.
* ❌ *FailRP:* Suspect is instantaneously “teleported” to jail with no RP, or cuffs are ignored.

#### **7.1.3 — Use of Force**

1. Officers must employ force **proportionally** to the threat.
   * Unarmed or non-compliant individuals: Verbal commands, non-lethal tools (taser, baton).
   * Armed or dangerous suspects: Lethal force only if necessary to protect life.
2. Excessive or unjustified use-of-force is **administratively punishable**.

**Scenario Example:**

* ✅ *Correct:* Armed suspect points a weapon; officer uses cover and warning shots before engagement.
* ❌ *FailRP/Powergaming:* Officer shoots unarmed pedestrian immediately without RP justification.

#### **7.1.4 — Vehicle & Traffic Enforcement**

* Officers must adhere to realistic traffic laws unless pursuing a criminal.
* High-speed pursuits require careful RP:
  * Crashes must be roleplayed with injury and vehicle damage.
  * PIT maneuvers and roadblocks require IC warning or justification.

### **Section 7.2 — Emergency Medical Services (EMS)**

#### **7.2.1 — Role and Responsibilities**

EMS personnel provide:

1. Emergency care during injuries or disasters.
2. Realistic treatment of RP wounds, trauma, and stabilization.
3. Collaboration with PD and civilians during high-risk incidents.

**Interpretation:**\
EMS presence ensures realism and continuity for serious RP events. Patients must trust the EMS team to respond according to IC standards.

#### **7.2.2 — Medical RP Guidelines**

1. Injuries must be treated realistically:
   * Minor wounds: Bandages, rest, or IC observation.
   * Major trauma: Immobilization, transport to hospital, and RP recovery.
2. EMS cannot **ignore severe injuries** or act faster than realistically possible.

**Scenario Example:**

* ✅ *Correct:* Player shot in a heist is treated with first aid, then transported to the hospital.
* ❌ *FailRP:* Player shot but instantly healed with no medical RP or documentation.

#### **7.2.3 — Cooperation with Police**

* EMS must follow IC instructions when required by law enforcement.
* EMS should never be targeted, harassed, or killed unnecessarily during scenes.

### **Section 7.3 — Faction Interactions**

#### **7.3.1 — Inter-Faction Respect**

All factions — PD, EMS, gangs, criminal organizations, civilian groups — must respect IC boundaries:

* No unjust targeting of other factions.
* Interactions must maintain realism (e.g., gang ambushes must consider patrol presence).

**Scenario Example:**

* ✅ *Correct:* Gang plans a bank heist, checks for PD presence, and avoids ambushing during low-staff hours.
* ❌ *FailRP/Baiting:* Gang sits at a trap house solely to ambush players or EMS without RP justification.

#### **7.3.2 — Faction Communication & Strategy**

1. Coordination between factions is allowed only via IC channels.
2. OOC coordination, Discord PMs, or external tools to gain advantage is **strictly prohibited**.

**Scenario Example:**

* ✅ *Correct:* EMS coordinates with PD via IC radio during a heist.
* ❌ *Metagaming:* EMS texts gang about a robbery location to gain advantage.

#### **7.3.3 — Targeting Limitations**

* Emergency services and civilians may **only be targeted with IC justification**.
* Baiting, harassment, or repeat targeting without RP reason is forbidden.

**Scenario Example:**

* ✅ *Correct:* Gang robs a store after observing PD scarcity.
* ❌ *FailRP/Powergaming:* Gang repeatedly attacks EMS at hospital for fun.

### **Section 7.4 — Event & Emergency RP Protocols**

1. **Emergencies & Disasters**
   * Natural disasters, fires, or large-scale crimes must be RPed realistically.
   * PD and EMS coordinate to save lives and maintain public order.
2. **Citizen Cooperation**
   * Civilians must follow RP guidance during emergencies.
   * IC resistance is allowed but must be realistic (e.g., panic, negotiation, escape attempts).
3. **Administrative Oversight**
   * Staff may intervene to maintain fairness, resolve disputes, or correct FailRP.

### **Section 7.5 — Administrative Enforcement for Factions**

1. **Violation Assessment**
   * Staff evaluates actions based on realism, impact, and adherence to rules.
2. **Penalties**
   * Minor: Warning, redo scene, IC correction.
   * Moderate: Temporary RP restriction, shift removal, faction demotion.
   * Severe: Faction removal, long-term suspension, or permanent ban.
3. **Appeals**
   * Same procedures as Articles V & VI. Must demonstrate understanding of violation and commitment to improvement.

Realistic, fair, and respectful interaction preserves immersion and ensures all citizens can enjoy complex, meaningful RP.\
Breaking these rules jeopardizes both storytelling and fairness, and will be addressed swiftly by staff.
