## **ARTICLE X — FACTION & GANG CONDUCT, TERRITORY, AND CONFLICT ROLEPLAY**

#### **Preamble**

Gangs, criminal organizations, and factions are essential elements of Dominion RP.\
This article outlines the rules, expectations, and limitations for operating within a faction, managing territory, and engaging in conflicts with other players or factions.\
The goal is to **maintain balance, prevent abuse, and ensure immersive storytelling**.

### **Section 10.1 — Faction Formation and Membership**

#### **10.1.1 — Creating a Faction**

1. Players may form factions or gangs with **staff approval**.
2. Factions must have:
   * A unique name, realistic and appropriate.
   * A clear IC purpose (e.g., drug distribution, car theft, security).
   * Defined hierarchy with leaders, managers, and members.
3. Staff approval ensures faction activity aligns with city balance and prevents overcrowding of high-impact gangs.

**Scenario Example:**

* ✅ *Correct:* Players create “The Iron Serpents” as a car theft crew with a leader and two lieutenants.
* ❌ *FailRP:* Players spawn a gang with 10 members and unlimited resources without IC justification.

#### **10.1.2 — Membership Rules**

1. Maximum members per gang/faction depend on IC factors and server balance.
2. Members must follow faction leadership and IC chain-of-command.
3. Members may not act outside faction rules without leadership consent (e.g., independent ambushes).

**Scenario Example:**

* ✅ *Correct:* A gang member follows leader’s plan to rob a store.
* ❌ *FailRP:* A member independently attacks players, undermining IC leadership.

### **Section 10.2 — Territory & Safehouse Management**

#### **10.2.1 — Faction Territories**

1. Factions may claim areas for RP purposes (safehouses, trap houses, warehouses).
2. Territory cannot be abused for harassment, spawn camping, or FailRP.
3. Maximum concurrent territories are limited based on faction size and PD/EMS presence.

**Scenario Example:**

* ✅ *Correct:* Gang operates from a warehouse, avoiding ambushing civilians without IC cause.
* ❌ *FailRP:* Gang camps all entrances to the city to attack any player passing through.

#### **10.2.2 — Safehouse Rules**

1. Only **real players** may occupy safehouses.
2. Safehouses may be used for:
   * Planning RP (heists, trades, meetings)
   * Storage of legal and illegal IC items
   * Faction coordination
3. Abuse of safehouses (repeated ambushes, harassment) is prohibited.

**Scenario Example:**

* ✅ *Correct:* Faction members meet in a warehouse to plan a heist while observing PD schedules.
* ❌ *FailRP:* Safehouse used solely to repeatedly kill nearby civilians.

#### **10.2.3 — Traps and Defensive Measures**

1. All traps or defensive measures must be **IC and realistic**:
   * Spike strips, cameras, guard placement are allowed.
   * Explosive traps in public areas require staff approval.
2. Unjustified use of traps on non-targets is prohibited.

**Scenario Example:**

* ✅ *Correct:* Gang sets a spike strip during a planned chase to stop pursuers.
* ❌ *FailRP:* Randomly planting explosives on highways for fun.

### **Section 10.3 — Gang Conflicts and Engagement Rules**

#### **10.3.1 — Initiating Conflict**

1. All inter-gang conflicts must have **IC justification**:
   * Territory disputes
   * Retaliation from previous RP events
   * IC negotiations or warnings issued prior to engagement
2. Combat escalation must follow proper IC RP protocol:
   * Verbal threats
   * Visible preparation
   * Scene documentation when necessary

**Scenario Example:**

* ✅ *Correct:* Gang A attempts to take territory from Gang B after prior warnings.
* ❌ *FailRP:* Gang ambushes Gang B repeatedly without any IC provocation.

#### **10.3.2 — Engagement Limits**

1. Maximum members per engagement depend on faction size and PD presence.
2. Excessive participation is considered **powergaming**.
3. Scene limits prevent unfair ambushes or chaotic conflicts.

**Scenario Example:**

* ✅ *Correct:* Max 5 members engage in a street fight; remaining gang observes.
* ❌ *FailRP:* 15 members swarm a single target, ignoring realism and IC numbers.

#### **10.3.3 — Harassment & Baiting**

1. Repeatedly targeting a faction or player without IC reason is **FailRP**.
2. Gang baiting (waiting in illegal areas to provoke others) is prohibited.
3. Targeting EMS or PD without IC reason is strictly forbidden.

**Scenario Example:**

* ✅ *Correct:* Gang waits near a PD presence to RP a bank robbery scenario.
* ❌ *FailRP:* Gang repeatedly attacks PD at hospital entrances for fun.

#### **10.3.4 — Looting and Asset Theft**

1. Looting another gang’s property must be **realistic and limited**.
2. Only portable items may be taken. Large-scale theft requires IC preparation and justification.
3. Looting donation items or non-consensual OOC assets is forbidden.

**Scenario Example:**

* ✅ *Correct:* Gang steals cash and portable firearms during a raid.
* ❌ *FailRP:* Gang takes entire warehouse stock instantly without IC preparation.

### **Section 10.4 — Administrative Oversight for Factions**

1. **Violation Assessment**
   * Staff reviews logs, recordings, and IC reports for abuse, FailRP, or powergaming.
2. **Penalties**
   * Minor: Scene redo, warning, cooldown extension.
   * Moderate: Faction territory suspension, member demotion, temporary RP restrictions.
   * Severe: Permanent faction removal, bans, or asset confiscation.
3. **Appeals**
   * Players may appeal IC with context and evidence within 7 days.
   * Appeals must demonstrate understanding of violation and commitment to RP improvement.

Factions and gangs provide depth and excitement to Dominion RP.\
All interactions must be **immersive, fair, and justified**.\
FailRP, baiting, harassment, or abuse of territory rules will be addressed strictly to preserve balance, realism, and player safety.
