# ARTICLE XI — HEISTS, ROBBERIES, AND ILLEGAL OPERATIONS

## **ARTICLE XI — HEISTS, ROBBERIES, AND ILLEGAL OPERATIONS**

#### **Preamble**

Robberies, heists, and other illegal operations are central to criminal RP in Dominion.\
They provide high-risk, high-reward opportunities for players, but require strict adherence to realism, fairness, and IC consequences.\
This article defines rules for planning, executing, and resolving criminal operations.

### **Section 11.1 — General Guidelines**

#### **11.1.1 — Police Requirement**

1. Robberies may only occur if **at least one police officer is online**.
2. For larger heists (banks, armored trucks), **minimum PD requirements** are enforced (e.g., 2+ officers).

**Scenario Example:**

* ✅ *Correct:* Players plan a store robbery when 2 officers are on duty; they follow RP protocols.
* ❌ *FailRP:* Players rob a bank with zero PD online, ignoring IC enforcement.

#### **11.1.2 — Roleplay Initiation**

1. Robberies require **clear IC initiation**:
   * Verbal threats (/me)
   * Visible weapons
   * Clear written or verbal commands
2. **Silent or random robberies** are prohibited.

**Scenario Example:**

* ✅ *Correct:* “Hands up! This is a robbery, move to the corner now!”
* ❌ *FailRP:* Target is attacked instantly without warning or commands.

#### **11.1.3 — New Life Rule (NLR) Protection**

1. Players who **respawned in the last 15 minutes** cannot be robbed.
2. Revenge RP against recently respawned players violates NLR and is forbidden.

#### **11.1.4 — No Chain Robbing**

1. Players may not rob the same player or group multiple times within a short timeframe (e.g., 30 minutes).
2. Repeat targeting without IC reason is considered **baiting and FailRP**.

#### **11.1.5 — Realistic Looting**

1. Loot must be **portable and believable**:
   * Cash, small firearms, jewelry, or lootable items.
   * No excessive wealth, vehicles, or OOC/donation assets.
2. Loot must reflect the size and security of the target.

**Scenario Example:**

* ✅ *Correct:* Player robs store clerk of $500 and a small pistol.
* ❌ *FailRP:* Player takes an entire warehouse’s cash and weapons instantly.

### **Section 11.2 — Hostage Rules**

#### **11.2.1 — Hostage Use**

1. Only **real players** may be used as hostages.
2. Hostages must be roleplayed **realistically and respectfully**.
3. If a scene cannot proceed, hostages must be **released immediately**.

#### **11.2.2 — Hostage Limits**

1. 1–2 hostages = 1 demand
2. 3+ hostages = 2 demands
3. Excessive hostage use is **FailRP** and may result in staff intervention.

**Scenario Example:**

* ✅ *Correct:* Robbers hold 2 hostages and demand money from clerk.
* ❌ *FailRP:* 10 hostages taken for a small store with no IC reason.

### **Section 11.3 — Heist Rules**

#### **11.3.1 — Allowed Locations**

1. Paleto Bank
2. Bobcat Security
3. Armored trucks or cash transfers (staff approved)

#### **11.3.2 — Participation Limits**

1. Maximum 4 participants
2. Maximum 2 vehicles
3. Escaped participants still count toward limits

#### **11.3.3 — Scene Management**

1. Wait **5 minutes** after completing a heist before leaving the scene.
2. Attempt to **resolve conflicts through IC RP** before using violence.
3. PD may respond according to IC protocols; robbers must engage realistically.

**Scenario Example:**

* ✅ *Correct:* Players coordinate a bank heist, negotiate hostages, and engage PD logically.
* ❌ *FailRP:* Players instantly escape with loot without confrontation or RP.

#### **11.3.4 — Priority Timers**

1. Only one priority heist per area/server-wide at a time.
2. Wait 15 minutes between high-priority scenes to prevent chaos.

### **Section 11.4 — Robbing Donation Weapons and Assets**

#### **11.4.1 — Donation Protection**

1. Robbing players of **donation-exclusive weapons** is strictly forbidden.
2. Restricted weapon example: `weapon_redarp` — may never be stolen.

#### **11.4.2 — Exceptions**

1. Players may voluntarily give away donation weapons.
2. Loss due to rule violation is **staff discretion** whether returned or removed permanently.

#### **11.4.3 — Penalties**

1. Attempting to steal or scam donation weapons will result in:
   * Severe in-game penalties
   * Possible bans or confiscation

### **Section 11.5 — Safe Zones**

1. No robberies in designated **safe zones**:
   * Hospitals
   * Police stations
   * Garages, stores, and other IC-safe public areas
2. Violating safe zones results in staff intervention and possible RP restrictions.

### **Section 11.6 — Cooldowns and Repeat Offenses**

1. **Victim Cooldowns**
   * Individual victims may only be targeted once per **24-hour RP day**.
   * Heist/robbery cooldowns prevent abuse or repeat harassment.
2. **Abuse Prohibition**
   * Do not demand excessive money or loot.
   * Do not kill for nonpayment without IC justification.

**Scenario Example:**

* ✅ *Correct:* Player robs target once, waits 24 hours before another attempt.
* ❌ *FailRP:* Player repeatedly robs the same target multiple times in minutes.

### **Section 11.7 — Administrative Oversight**

1. **Violation Assessment**
   * Staff reviews recordings, logs, and IC reports to assess fairness and realism.
2. **Penalties**
   * Minor: Warning, redo RP scene, temporary cooldown.
   * Moderate: Loot confiscation, temporary suspension, RP restrictions.
   * Severe: Permanent ban, removal from faction, asset confiscation.
3. **Appeals**
   * Players may submit evidence and IC context within 7 days.
   * Appeals must demonstrate understanding and commitment to RP improvement.

Heists, robberies, and illegal operations are high-stakes RP that require realism, fairness, and adherence to cooldowns, safe zones, and NLR rules.\
FailRP, abuse, and exploitation of donation or OOC assets will be addressed strictly to maintain a balanced and immersive experience for all players.
