## **ARTICLE XII — CRIMINAL ENTERPRISES, DRUG OPERATIONS, AND ORGANIZED CRIME**

#### **Preamble**

Criminal enterprises and organized crime play a vital role in shaping Dominion’s world.\
This article outlines how illegal businesses, production chains, trade, and faction-based operations function while ensuring **realism, fairness, and balanced interactions with law enforcement and other players**.

### **Section 12.1 — Formation and Management of Criminal Enterprises**

#### **12.1.1 — Faction Approval**

1. All criminal enterprises must be **approved by staff** before operation.
2. Enterprises may include:
   * Drug production and distribution
   * Smuggling operations
   * Illegal arms trade
   * Organized extortion or protection rackets
3. Staff ensures enterprises do not disrupt city balance, public RP, or police activity.

**Scenario Example:**

* ✅ *Correct:* Players submit a plan to run a meth lab with IC staff-approved security and supply chains.
* ❌ *FailRP:* Players immediately operate a fully stocked illegal business with no IC justification.

#### **12.1.2 — Faction Leadership & Roles**

1. Enterprises must have **clearly defined leadership**, including managers and operators.
2. Roles include:
   * Boss/Leader — overall strategy and IC decisions
   * Managers — handle staff, resources, and production
   * Operatives — perform production, sales, and fieldwork
3. Members must follow chain-of-command; independent operations without IC approval are prohibited.

**Scenario Example:**

* ✅ *Correct:* Leader assigns a member to deliver product; another to guard the warehouse.
* ❌ *FailRP:* Random members act independently, causing chaos or unbalanced outcomes.

### **Section 12.2 — Drug Operations & Production Chains**

#### **12.2.1 — Production**

1. All drugs must be **produced IC using appropriate materials and processes**.
2. Production requires:
   * Raw materials (IC acquired or crafted)
   * Correct location (staff-approved or faction property)
   * Time investment to simulate realistic operations
3. Rapid or instant production is **FailRP**.

**Scenario Example:**

* ✅ *Correct:* Players spend 2–4 hours producing a batch of meth using ingredients from various IC sources.
* ❌ *FailRP:* Players instantly produce dozens of drugs with no IC effort.

#### **12.2.2 — Distribution & Sales**

1. Drug sales must be conducted through **IC channels**:
   * Street-level sales
   * Delivery to other players or factions
2. Distribution must respect **law enforcement presence**; random harassment of civilians or PD is prohibited.

**Scenario Example:**

* ✅ *Correct:* Gang delivers product to clients, negotiates price, and handles risk of police interference.
* ❌ *FailRP:* Players sell unlimited drugs to NPCs instantly, ignoring IC risk.

#### **12.2.3 — Inventory & Cooldowns**

1. Production and sale must follow **inventory and cooldown limits**.
2. Overloading inventory or ignoring cooldowns is **FailRP**.
3. All production outputs must be logged IC or in agreed faction spreadsheets for realism.

### **Section 12.3 — Smuggling & Illegal Trades**

1. Smuggling operations must have **realistic planning, transport, and risk**.
2. Illegal goods may include drugs, stolen weapons, rare items, or contraband.
3. Randomly appearing items or teleporting contraband is prohibited.

**Scenario Example:**

* ✅ *Correct:* Gang smuggles weapons from one warehouse to another, encounters law enforcement and RP obstacles.
* ❌ *FailRP:* Goods instantly appear at delivery point with no IC interaction.

### **Section 12.4 — Raids, Theft, and Faction Conflict**

1. Attacking rival criminal enterprises requires **IC justification**, leadership approval, and RP planning.
2. Looting is **limited and realistic**:
   * Only portable items
   * Cannot abuse repeated attacks on same faction within cooldown
3. Cooldowns: 24-hour IC day before re-targeting the same faction.

**Scenario Example:**

* ✅ *Correct:* Faction raids rival warehouse, steals cash and small inventory, and retreats according to plan.
* ❌ *FailRP:* Faction destroys entire warehouse instantly with no IC explanation.

### **Section 12.5 — Interaction with Law Enforcement**

1. Criminal operations must consider **PD/EMS presence**; operations without risk are FailRP.
2. High-profile crimes may trigger priority responses from police.
3. Harassment or exploitation of PD/EMS beyond IC scenario is prohibited.

**Scenario Example:**

* ✅ *Correct:* PD responds to drug shipment; criminals negotiate, evade, or fight with IC limitations.
* ❌ *FailRP:* Criminals ignore PD presence entirely or instantly escape with no consequence.

### **Section 12.6 — Consent and Non-Target Players**

1. Innocent players or non-targeted factions may not be harassed without IC reason.
2. All IC conflict must have a **clear target and scenario justification**.
3. Random griefing or baiting is prohibited.

**Scenario Example:**

* ✅ *Correct:* Gang robs a store and only targets players involved in IC scenario.
* ❌ *FailRP:* Gang attacks bystanders repeatedly for personal gain or fun.

### **Section 12.7 — Administrative Oversight**

1. **Violation Assessment**
   * Staff evaluates IC planning, cooldown adherence, and realistic consequences.
2. **Penalties**
   * Minor: RP redo, cooldown extension
   * Moderate: Inventory/asset confiscation, temporary suspension
   * Severe: Permanent ban, faction disbandment, or major asset removal
3. **Appeals**
   * Players may submit IC/OOC context within 7 days.
   * Appeals must show understanding and commitment to RP standards.
