## **ARTICLE XIII — LAW ENFORCEMENT, EMS, AND PUBLIC SERVICE ROLEPLAY**

#### **Preamble**

Law enforcement, emergency medical services (EMS), and public service roles are essential to the balance and immersion of Dominion RP.\
This article outlines how officers, paramedics, and other public servants should conduct themselves, interact with players, and enforce rules while remaining **realistic, fair, and immersive**.

### **Section 13.1 — Law Enforcement Conduct**

#### **13.1.1 — Professionalism and Ethics**

1. Officers must maintain **professional IC behavior** at all times.
2. Abuse of power, harassment, or personal vendettas is strictly prohibited.
3. Officers must adhere to IC hierarchy:
   * Chief → Captain → Lieutenant → Officers

**Scenario Example:**

* ✅ *Correct:* Officer detains a suspect following proper IC procedure and paperwork.
* ❌ *FailRP:* Officer repeatedly arrests a player for no IC reason or personal grudge.

#### **13.1.2 — Arrests and Detainment**

1. Players may only be arrested **with IC justification**:
   * Evidence or witnessed crimes
   * Proper IC warnings and commands
2. Arrest procedures must be **realistic**:
   * Handcuffing
   * Transporting to jail
   * Booking procedures

**Scenario Example:**

* ✅ *Correct:* Officer verbally warns, draws weapon for compliance, cuffs suspect, and transports to jail.
* ❌ *FailRP:* Officer instantly teleports player to jail without RP interaction.

#### **13.1.3 — Use of Force**

1. Force must be **proportionate to the threat**.
2. Deadly force allowed **only if suspect poses immediate danger**.
3. Excessive force without IC reason is FailRP.

**Scenario Example:**

* ✅ *Correct:* Armed suspect fires on officer; officer returns fire.
* ❌ *FailRP:* Suspect surrenders; officer shoots anyway.

#### **13.1.4 — Vehicle Pursuits**

1. Officers must drive **realistically** during chases.
2. PIT maneuvers, spike strips, and roadblocks must follow IC scenario.
3. Admin intervention is allowed only if vehicle becomes unplayable.

**Scenario Example:**

* ✅ *Correct:* Officer pursues suspect at safe speeds, anticipating traffic, and uses PIT only if justified.
* ❌ *FailRP:* Officer rams through civilian traffic without IC justification.

### **Section 13.2 — Emergency Medical Services (EMS)**

#### **13.2.1 — Professional Conduct**

1. EMS personnel must remain **IC professional** at all times.
2. Harassment, neglect, or refusal to treat patients without IC reason is prohibited.
3. EMS chain of command must be respected (Chief → Paramedics → EMTs).

**Scenario Example:**

* ✅ *Correct:* Paramedic treats injured player with proper RP actions, using equipment and IC time.
* ❌ *FailRP:* Paramedic instantly revives player with no IC procedure or realism.

#### **13.2.2 — Medical RP**

1. Injuries must be treated realistically:
   * Minor: bandages, limited movement
   * Moderate: stretcher transport, treatment delays
   * Severe: surgery or long-term care
2. EMS must communicate clearly with PD and other IC staff.

**Scenario Example:**

* ✅ *Correct:* Player shot in leg; EMS applies tourniquet, transports to hospital, and provides IC report.
* ❌ *FailRP:* Player fully heals instantly after gunshot with no treatment RP.

#### **13.2.3 — Hospital Operations**

1. Players admitted to hospital must **roleplay injuries**.
2. Non-emergency players may not use hospital for exploits.
3. Hospital staff must manage patients logically:
   * Prioritize critical injuries
   * Follow IC schedule for treatment

### **Section 13.3 — Public Service Roles**

#### **13.3.1 — City Jobs**

1. Includes Bus Driver, Taxi, Garbage Collector, Mechanic, etc.
2. Employees must follow schedules, IC rules, and workflow expectations.
3. Job abuse, such as exploiting NPCs or teleporting, is FailRP.

**Scenario Example:**

* ✅ *Correct:* Bus driver picks up passengers along scheduled route, interacts via IC commands.
* ❌ *FailRP:* Bus driver instantaneously delivers passengers with no IC interaction.

#### **13.3.2 — Vehicle & Traffic Regulations**

1. Public service vehicles must be operated safely.
2. Excessive speeding, ignoring traffic signals, or reckless driving is FailRP.
3. Interaction with criminals must follow IC justification.

### **Section 13.4 — Interaction With Criminal Elements**

1. Officers and EMS must respect **IC boundaries**:
   * Arrests, medical aid, or negotiation must be justified.
   * No personal revenge or harassment allowed.
2. Neutral parties (civilians, public service employees) may not be targeted without IC reason.

**Scenario Example:**

* ✅ *Correct:* Officer negotiates with gang holding hostages before engaging.
* ❌ *FailRP:* Officer attacks random gang member without RP cause.

### **Section 13.5 — Administrative Oversight**

1. **Violation Assessment**
   * Staff evaluates abuse, FailRP, and professional conduct.
2. **Penalties**
   * Minor: Warning, redo RP scene, temporary cooldown
   * Moderate: Role suspension, demotion, or temporary job restrictions
   * Severe: Permanent ban or removal from faction/service
3. **Appeals**
   * Players may submit evidence and context within 7 days.
   * Appeals must show understanding and commitment to RP standards.
