#### **Preamble**

Faction warfare and gang operations add depth, risk, and excitement to Dominion RP.\
This article outlines rules for organized criminal factions, gang conflict, and interactions with law enforcement and civilians to maintain **realism, fairness, and IC immersion**.

### **Section 16.1 — Faction Formation and Approval**

#### **16.1.1 — Faction Creation**

1. All factions must be **staff-approved** before operation.
2. Approval ensures:
   * Roleplay viability
   * Fair balance with existing factions
   * Avoiding city-wide disruption
3. Faction types include:
   * Criminal gangs
   * Law enforcement task forces
   * Player-owned businesses with operational hierarchy

**Scenario Example:**

* ✅ *Correct:* Players submit an IC proposal for a gang controlling part of the city; staff approves structure and leadership.
* ❌ *FailRP:* Players immediately operate a faction with full control over city zones without IC justification.

#### **16.1.2 — Leadership & Roles**

1. Factions must have **clearly defined hierarchy**:
   * Boss/Leader → Lieutenant → Operatives → Recruits
2. Each member must have defined IC responsibilities.
3. Chain-of-command must be respected in operations and conflict.

**Scenario Example:**

* ✅ *Correct:* Leader delegates a raid to a lieutenant who assigns tasks to members.
* ❌ *FailRP:* Members act independently, ignoring leadership or IC coordination.

### **Section 16.2 — Gang and Faction Operations**

#### **16.2.1 — Turf and Territory**

1. Factions may claim **IC territory**, subject to staff review.
2. IC conflicts over territory require **RP justification**:
   * Negotiation, threats, or IC declaration
   * Avoid griefing or repeated harassment of rival factions

**Scenario Example:**

* ✅ *Correct:* Gang negotiates with rival faction before moving into contested area.
* ❌ *FailRP:* Gang occupies territory instantly and kills all rival members with no RP explanation.

#### **16.2.2 — Organized Raids and Conflicts**

1. Raids must be **planned, realistic, and roleplayed**.
2. Raid rules:
   * Limited participants (per staff-approved guidelines)
   * IC justification for all targets
   * Avoid random targeting of civilians
3. Loot must be **realistic**: only portable, IC-relevant items.

* ✅ *Correct:* Gang raids a rival warehouse, encounters security, negotiates hostages, and retreats after IC conflict.
* ❌ *FailRP:* Gang instantly destroys property, kills all players, and takes all assets with no RP interaction.

#### **16.2.3 — Cooldowns and Frequency**

1. Repeat conflicts against the same faction or player are limited.
2. Typical cooldowns:
   * 24-hour IC day before re-targeting same faction
   * 48-hour IC day for high-value or high-risk operations
3. Cooldowns prevent harassment, baiting, or FailRP.

### **Section 16.3 — Interaction With Law Enforcement and Civilians**

#### **16.3.1 — Police and EMS Engagement**

1. Law enforcement and EMS must be considered in all faction operations.
2. Operations may trigger IC priorities for PD/EMS:
   * Raid alerts
   * Vehicle pursuits
   * Hostage situations
3. Harassment or abuse of PD/EMS beyond IC reason is prohibited.

**Scenario Example:**

* ✅ *Correct:* Gang smuggling drugs encounters PD; IC chase ensues with RP negotiation and arrests.
* ❌ *FailRP:* Gang ignores police presence entirely or attacks EMS for fun.

#### **16.3.2 — Civilian Safety**

1. Civilians may not be harassed or killed without IC reason.
2. Operations should consider collateral damage and realism.

**Scenario Example:**

* ✅ *Correct:* Gang robbery targets only IC participants; civilians nearby are warned or evacuated.
* ❌ *FailRP:* Gang indiscriminately shoots civilians in public for amusement.

### **Section 16.4 — Weapons, Vehicles, and Combat Realism**

1. All combat must follow **IC realistic rules**:
   * FearRP when threatened
   * Proper use of cover, ammunition, and vehicle mechanics
   * Realistic injuries and deaths
2. Vehicles in conflict:
   * Cannot teleport or spawn during combat
   * Damage must be roleplayed
   * Passengers may not kill law enforcement from moving vehicles unless justified

**Scenario Example:**

* ✅ *Correct:* Gang engages in firefight, vehicles take damage, injured members roleplay accordingly.
* ❌ *FailRP:* Gang fights at full health with instant vehicle repairs mid-scene.

### **Section 16.5 — Hostage and Negotiation RP**

1. Hostages must be **real players**; fake NPCs are prohibited.
2. Hostage RP rules:
   * Use IC dialogue and commands
   * Release hostages if conflict cannot continue
   * Limit demands based on number of hostages
3. Torture or extreme harm requires **consent and IC justification**.

**Scenario Example:**

* ✅ *Correct:* 2 hostages → 1 demand; 4 hostages → 2 demands, all roleplayed realistically.
* ❌ *FailRP:* Hostages ignored or killed instantly without negotiation.

### **Section 16.6 — Administrative Oversight**

1. **Violation Assessment**
   * Staff reviews IC planning, cooldown adherence, and interaction fairness.
2. **Penalties**
   * Minor: RP redo, cooldown extension
   * Moderate: Inventory/faction asset confiscation, temporary suspension
   * Severe: Permanent ban, faction disbandment, or major asset removal
3. **Appeals**
   * Players submit evidence and context within 7 days.
   * Appeals must show understanding and commitment to RP standards.
